1. Call to Order —
Kathy calls the meeting to order and reads the virtual meeting instructions.
2. Approval of Minutes
Meeting minutes are not ready to be approved as they were not circulated; and Lee is going to
review.
3. Bylaw Review and Update
In depth discussion ensues about the Mansfield by-laws for trash and recycling and private
hauler contractors when serving apartments and condominiums. Should apartment owners
and condominium owners be required to provide some type of recycling along with the trash
dumpsters? Each member discusses their thoughts on the issue; wide range of views and
opinions as to ideas. Will reach out to owners and see how they feel about the subject and
what their opinion is. Steve is going to draw up a quick survey and initiate contact with the
owners; and they will also try to do an online survey for residents at the
apartments/condominiums to see if there is interest in recycling and how many currently use
the green. Thoughts about looking into who purchased car stickers to the green and see how
many have unit numbers or letters most likely the ones for apartments to try and get an
overview of how many of those residents use the green. The possibility of including the
option to service private complexes as part of a future municipal trash and recycling contract;
Lee recommended against this.
4. Status of Update of Mansfield Green Layout/Design? Next Steps?
Engineering company is working on the design for the green and Lee should have the plans
hopefully by the end of this week so that the Committee has something to look at before the next
meeting in July. Hopefully we can take care of some low cost budget items this fiscal year;
however the main improvements will most likely now have to wait until FY22 due to the Covid
pandemic.
Mike discusses a possibility of something different with the Styrofoam; but will report back
when he hears back from the company with regard to the specifics. Currently no plans to repave
or pave road to compost area; maybe down the road if there is a complete overhaul of Green.
Lee states that short-term issues may be able to be implemented in FY21; long term at least not
until FY 22 or later:
Steve states that Committee should look into grant money for the green and feels that committee
needs to utilize all the grant money it can if possible and this item should always be on agenda.
Any type of non-specific grant that Mansfield and/or committee may come up with would have
to be approved by Brooke Nash before it could even be considered and/or applied for.
More discussion about the Green continues and it is discussed to look at other Towns' recycling
areas to maybe see what Mansfield may want their Green to look like.
It is agreed that committee will wait for this first report and then go step by step from there;
5. Update On Metrics
Continued to next meeting -
6. Promoting Composting
Committee will table the organics issue to the next meeting also.
7. Items Not Known 48 Hours Prior to Meeting
Mike Healy is wondering how committee feels about dumpsters and whether they need to be
covered and/or closed and this is an issue that the BOH can vote and approve if not already in the
ordinances.
Kathy steps down as chair as she has a new role at her full-time job that will require more travel
and she just does not have the time to be the chair.
Mike nominates Lee to be the new chair and Christina seconds nomination; however, Steve isn't
sure if this can be done because Lee does not live in the Town of Mansfield; going to wait on
guidance with this issue; and it is also brought up that most committees reallocate as the new
fiscal year begins — Kathy stated that she wanted to make her opinion known that she believes
Lee would make an excellent chair and already helps her with preparations for meetings.
8. Next Meeting date is set for July 13`h
