Open session resumed at 7:45pm. All board members with the exception of Selectman Dentino have been out with Highway Division Manager, Mark Cook to review the areas of town that are in need of the most repai r. Lee Azinheira, DPW Director gave a brief overview of the current issues that the department faces. Contracts prices are up as material costs such as asphalt are way up from last year. The current paving contract is for up to 5,000 tons of asphalt and due to the increased cost of product the contract does not provide for any additional materials without extra cost. As such the DPW is currently negotiating a new contract to cover these costs. Selectman Aptowitz asked Mr. Azinheira to explain to the audience the difference between chip sealing and paving. Chip sealing is an inexpensive way to protect and seal the roadway in order to extend its useful life. Although milling and paving is preferable it is also a much more labor intensive and expensive project. Fruit Street was recently chip sealed even though it has been in queue for paving due to budget constrains. Branch and Ware Streets were paved this year due to the water main work on the streets even though Fruit St. has been "on the list" for a longer period of time. There is a computer system company that for $25,000 will come to town and assess the 181 miles of roads in town. With this assessment the DPW can devise a 5 year road plan and be more proactive in road maintenance before repairs/repaving becomes critical. Although $25,000 is a lot of money in these fiscal times, it is a worthwhile expenditure give the fact that the town spends millions on infrastructure maintenance. Kevin Doyle, Chairman of the Democratic Committee came to present the board with a check for $300 to assist the Veterans Office with costs to Mansfield veterans.
