ARTICLE 5 To see if the Town will vote to authorize the Conservation Commission to acquire by purchase, for a total cost of $1,100,000 the fee interest in land in West Mansfield for the purposes of allowing conservation and passive recreation uses described in M. G.L. Chapter 40, Section 8C; said land is described below: A parcel ofland containing 91.77 acres, more or less, which is shown on the Town of Mansfield Assessor's sheets at Map 15, Parcel 27, and as described in a Deed which is recorded at the Bristol County Registry of Deeds in book 3715, Page 205; and to accomplish said acquisition by entering into all agreements and executing all instruments as may be necessary and appropriate on behalf of the Town of Mansfield; funding for said acquisition shall come from the following sources: $50,000 from the Conservation Commission Land Acquisition Account, $50,000 gift to the same account from the Natural Resouces Trust of Mansfield, Corporation, by transferring from available Free Cash to the Land Acquisition Account of the Conservation Commission the amount of $500,000, and by authorizing the Treasurer, with the approval of the Board of Selectmen, to borrow in anticipation of funding an amount not to exceed $500,000 under and pursuant to Chapter 44, Section 7(3) of the General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefore, with said borrowing to be reduced by any State, Federal or other funds which become available; provided further that such authorization shall be contingent upon the awarding of a grant of $500,000 by the Division of Conservation Services, of the Executive Office of Environmental Affairs, under the Self-Help Act, M.G.L. (A copy of the proposed revised Agreement is on file with the Town Clerk.) or take any action in relation thereto.
