1. March 5, 2008 minutes
Motion: To approve as submitted (McClanahan-Annino) All in favor. PASSES
2. March 13, 2008 memorandum from John D' Agostino re: Town Meeting scheduled for
May 20
3. Meeting notices - Foxboro
Mr. Burke told the board the Town Meeting zoning article public hearings will be April
9. Citizens' petitions have been received to reduce the minimum acreage for 55 and over
uses to five acres and to rezone land at Chauncy/Walnut Streets. The Planning Board's
site plan article will also be on the agenda that night.
The board discussed using Dr. Mullin's model to determine the beneficial and negative
impacts for projects such as the expansion of the Village at Willow Crossing.
Mr. Annino asked how the downtown would be addressed in the Master Plan. Mr. Burke
said Pare wasn't hired to rewrite zoning, so something like that will be dealt with in the
Action Plan and turned into a by-law or other type of proposal. Mr. Annino suggested
that after the Master Plan is completed would be a good time to start looking at
downtown again. Mr. Burke said one of the recommendations that came out of the last
Master Plan was "sub-area Master Plans," especially for downtown. He said the group
will have to decide what is the highest priority in the Action Plan and come up with an
Implementation Plan. Mr. Annino said some of the action items are the responsibility of
other boards and committees and asked how that would be done. Mr. Burke suggested a
"roadshow" to other boards and presenting the Master Plan to Town Meeting in the fall.
Mr. Annino suggested having something for the Annual Town Meeting.
Mr. Annino suggested inviting the Board of Selectmen, .Finance Committee and IDC to
the Economic Development meeting.

permit application.
Motion: To allow the withdrawal of the 75 Chauncy Street special permit
(Annino-McClanahan) All in favor. PASSES
Attorney Ed Valanzola introduced Lou Allevato, Allevato Architects.
Mr. Allevato presented new plans for the three buildings' architecture. The building in
the middle will be treated architecturally around all four sides; the other two buildings do
not have architectural treatment at the back. Mr. Allevato explained he tried to create
separations within each building so they don't look like large buildings, but rather smaller
spaces. He explained the materials they propose to use, as well as features like
perpendicular signage, fabric awnings, decorative lighting, benches, bike racks and trash
enclosures.
Mr. Burke asked about the spire on building 2. Mr. Allevato explained that is a synthetic
spire, not a metal product; he said it is not a lightning rod. Mr. Burke said he is very
pleased with the elevations. Mr. Annino agreed, and said this is exactly what he
envisioned this development could be.
Mr. McClanahan said he likes the fact that the middle building is set back so the parking
can be mixed up, rather than having the large parking field in the front.
Mr. DeMassi said he is concerned about the parking configuration and how safely people
will get from building to building. Mr. Allevato said there is a good network of
sidewalks throughout the site, which will help get pedestrians around the site. Ms.
Collins said this site is small enough that people may be more willing to walk from one
spot to another, rather than move their car.
Ms. Collins said the applicant has been very responsive to the board's concerns, but said
she doesn't like the proposed name.
Mr. Jodice said these elevations feel familiar and comfortable, where the previous plan
didn't have that feeling.
Mr. Cleary asked about the mechanical systems. Mr. Allevato said they will be on the
roofs and not visible. The middle building will have architectural treatment all around to
hide the equipment. The other two buildings will have the equipment toward the front,
where there are architectural details to hid it.
Mr. DeMassi asked if there would be any change to the layouts of any of the buildings for
a specific tenant. Mr. Hoppe said buildings 1 and 3 are set, but said building 2 has had

some interest from national casual dining restaurants. He said he plans to give these
elevation plans to those tenants and ask them to work within them.
Tim Williams, Allen & Major, explained the changes to the site plans and said they have
addressed the town engineer's comments.
There is a detail of the pylon sign at the entrance; it will be 14 feet wide by 5 feet high.
One retaining wall has been eliminated, and Mr. Williams said he thinks they will also be
able to eliminate the one along the back of the site, as well.
The dumpsters have been relocated to the back of building 2 and have screened
enclosures. There will be three lOx 1 0 dumpsters.
The crosswalk material will be stamped concrete.
The width of the drive aisles behind the buildings has been extended to 18 feet.
They have created a pedestrian connection between the second entrance and the rest of
the site. There is an existing sidewalk at the front of the site now, with breaks for these
entranceways.
Mr. Williams explained the sewer work is happening now, and they are set with the other
utilities. The Water Department asked for the connection to be moved to the entrance
drive, and they will use the existing 6" line to the existing stub in School Street and an 8"
line inside the site.
Mr. Williams said they have added a swale to take stormwater to a catch basin and have
graded along the front to capture as much stormwater on site as possible.
Department Head Comments
The clerk read memos from Engineering, Electric, Police and Fire. Mr. Burke said
Officer Lawson is concerned about large delivery trucks leaving the site headed toward
west Mansfield and crossing into oncoming traffic. Mr. McClanahan said most delivery
trucks would be going in the other direction, to get back to Route 140,95 or 495. Mr.
Burke agreed. He said if the radius of the entrance is widened, it could negatively impact
the geometry of the intersection with Mansfield Crossing. Mr. French suggested making
the radius 30 feet instead of25. Mr. Williams said that would bring it in a couple of feet
and give large trucks more room to make the turn, but said a narrower driveway helps
with traffic calming. Mr. Annino said he wouldn't want to encourage trucks to take a
right out of that site. Consensus was to leave the radius at 30 feet.
Mr. Burke said the ANR plan issue has not been resolved, which doesn't really affect the
special permit issue at this point.

Board Comment
Mr. Burke said he thinks the technical issues have been addressed, he is pleased with the
elevations and if the board is comfortable, it could vote on this special permit. Mr.
French suggested the board could ask Mr. Burke to put together a decision for the next
meeting.
Motion: To ask Mr. Burke to draft a positive recommendation with the standard
conditions (Annino-McClanahan) All in favor. PASSES
Motion: To continue the public hearing to Apri19, 2008 at 7:45 p.m.
(Annino-DeMassi) All in favor. PASSES
Ralph Maloon, RIM Engineering, explained the revisions to the plans. The name has
been changed to Stanley Place. The cul-de-sac has been changed to 24-foot wide.
Wildgrass flower seed mix has been added to the left side of the roadway. The trees on
the landscaped island have been labeled on the plan.
Mr. Maloon explained there is an easement for the drainage swale; there is a detail of the
swale on the plan. The swale will be 10-30 inches deep and will hold about three inches
of water during the 100-year storm. The intention is to keep the water away from the
neighbor. The swale will be for wetland detention and have a 4-1 slope with a 10-foot-
wide berm around the top. Mr. Maloon said he followed DEP guidelines, using 12 inches
of mulch at groundwater level to help the wetland growth.
Mr. Maloon said he has spoken with Engineering about the sub-drains. There is a sub-
drain at the side of the road, which is five feet higher than high groundwater. He said
Engineering had asked for Schedule 80 pipe, which he said is unusual under a grassed
area. Mr. Alves' March 19 memorandum says he will allow 6" pipe instead of8." Mr.
Jodice suggested checking with Engineering to clarify whether they will require Schedule
80 pipe.

The clerk read memos from Engineering, Water and Conservation
Mr. French asked about the easement with the neighbors. Mr. Steve Zola said he believes
the easement is in the works. Karen Karas said she has not been approached about the
easement and said she wants it in writing. Mr. McClanahan asked if the easement would
be settled, in writing, prior to approval. Mr. Zola said it would be. Mr. Cleary asked if
an easement is also needed from the homeowners' association. Mr. Maloon said they
will have to work with an attorney on that issue. Mr. Burke said he thinks easements are
needed from both the homeowner and the association.

Board Comment
Mr. Annino said the entrance detail shows the plantings removed, but said the plantings
that were removed were supposed to have been moved over to the Woods property on the
right side of the driveway. Mr. Maloon said that abutter prefers pine trees. Mr. Annino
said both types could be planted.
Mr. Annino asked about the street tree size; Mr. Maloon said they are 2 Y:z" caliper
measured four feet above the ground. Mr. Burke said that is acceptable.
Mr. Burke said the pipe issue has to be worked out, as well as the plantings and the
easements. He said he would be more comfortable having the easement agreements in
writing before the board votes on the special permit.
The board discussed the waivers.
Motion: To grant a waiver for 22 feet of paved road instead of the 24 feet required
(McClanahan-Annino) All in favor. PASSES

the top of the slope (DeMassi-McClanahan) All in favor. PASSES
Motion: To ask Mr. Burke to prepare a positive decision (DeMassi-McClanahan)
Mr. McClanahan said the easements must be in place before the board votes.
