Town of Mansfield
Board of Selectmen
Minutes of April 16, 2008
Present:
Chairman Louis Amoruso, Vice Chairman Sandra Levine, Clerk Ann Baldwin,
Selectman David McCarter, Selectman George Dentino, John D'Agostino,
Town Manager
The Board of Selectmen's meeting was called to order at 7:30pm followed by the Pledge of
Allegiance.
Mr. McCaffrie was unable to attend this evening but had sent a letter to the board
expressing his change of heart in continuing on with town politics.
AmQn
Peter Kuplast, Amante Restaurant liquor license applicant. His previous purchase and sales
has fallen through and he is negotiating with the land owner and the bank on securing
another one.
Selectman Dentino recommends that the board continue Mr. Kuplast's license until May
21st (day after town meeting) as the board will be busy with budget until then.
Motion: To extend license to May 21st. (Dentino/Baldwin) 5:0 passes
Andy Gazzolo, Fincomm chair read a statement from the committee. They are proposing a
detailed plan with budget recommendations for both the school and municipal sides.
Selectman Levine asked how much will be left in stabilization if the $450k was taken out
to assist with the schools deficit. 1.6 million will be left.
The Fincomm would like to tie an economic index to negotiating union contracts but the
school committee commented that could be viewed as unfair labor/negotiating practice
according to their attorney. Town Manager D'Agostino stated that they could work on that
in theory but it will be a challenge to put it into practice as future revenue is difficult to
forecast.
Board of Selectmen Minutes of April 16, 2008
Two members of the school committee suggested that the townspeople at least get a
chance to vote on an override. Let the people decide what level of service they want to
support.
Several suggestions, financial plans and discussion of capital needs/expenditures were
suggested but the consensus of the group was that the band aid approach of past years
was not working. Real solutions need to be established in order to operate within our fiscal
restraints.
While Chairman Amoruso feels the pain of the schools, the municipal side has held off on
capital expenditures and/or public safety needs for years in order to help the schools
maintain their needs. It needs to be a give and take relationship and that can be difficult
to manage at times.
Chairman Amoruso also stated that he hopes that the fincomm, school committee, and the
Board of Selectmen can hammer out a budget before town meeting as board elections are
the week before town meeting and he feels it would be a burden for new board members
to have to vote on a budget that they didn't have a part in setting.
The Board will post for a budget workshop this coming Tuesday, April 22nd at 8pm in 3 a/b.
Municipal budget cuts for FY09 have been proposed in earlier meetings and Town Manager
D'Agostino updated the board on the progress.
Selectman Dentino has questions about the police budget. Budget book states 2 new hires,
Chief O'Neill has said one. Mr. D'Agostino will confirm number with the Chief. Additional
questions where asked about MIS services/cuts followed with several questions about
DPW budgets.
Again, several questions about the fire dept budget and NIMS requirements were brought
up by Selectman Dentino. He still thinks $300k can be cut from the Fire Dept budget.
Chief Boldrighini will come in soon and explain the budget needs in more detail.
