Meeting called to order at7:00 pm.
Re'peccaMyers:GoldAward Project fQrGirl Scouts.
Rebecca Myers outlined the project she will be doing for her Gold Award, the
equivalent of the Eagle Award for Boy Scouts.
She will redo a part of the path and the bridge in the Great Woods forest, near
Fisher Street. The bridge in this part of the Great Woods used to be a complete
bridge with railings on both sides, with a level path for hiking. At this time, the
bridge is in need of repair especially the railings; the railing on the right is missing
posts and the left side railing has few posts remaining. The bridge flooring is no
longer safe to walk on. The path needs to be leveled and Rebecca also plans to
clean the area of debris. .
As a Girl Scout, she has to put at least 80 hours into the project. She told the
Commission she can't raise money like the Boy Scouts do, it has to be done
through donations. If the project is approved, she will start working on a proposal
to her Girl Scout Council and then will start working on getting donations.
Cindy asked what the time frame of the project is. Rebecca said she has to have
the project finished by August and all the paperwork into the Council by October
1, 2008 in order to receive her award.
Cindy asked if Rebecca would have help with her project. Rebecca said she
hopes to enlist the help of volunteers from her own troop but will also ask Boy
Scout Troop 17 of which her brother and father are affiliated. She has also help
with other Eagle Scout projects in Great Woods and hopes the Eagle Scouts will
be available to help.
Jack said it is a good project but will be a lot of work.
Paul told her it was a large project to take on. He would like to see an itinerary
with sketches of how the project will be approached and accomplished so the
Commission can keep track of the project; that way if Rebecca needs help,
perhaps members of the Commission can help. Paul and Michele offered their
help. Rebecca was told to should submit her plan to Conservation for approval.
Michele told her the timeline will let Conservation know when she is there
working.
Cindy made the motion to support Rebecca in her endeavor to achieve her Gold
Award. Additionally, she is to present an outline/time line as to when she sees
and plans things to happen.
Paul seconded.
Passed 5-0.
Discussion ended at 7:08 pm.

Michael Healey from Community Care Services, Inc. was present. He takes care
of the Real Estate side of the Company.
Michele told the Commission this project was permitted in 1998 for the building
and paved parking lot. The site looks good, all work is complete and no other
work has been done. An as built as been submitted and she recommends a
Certifilcate of Compliance be issued.
Paul inquired about the retention pond on the property; he was concerned the
retention pond has or in the future might become overgrown with vegetation;
once overgrown they do not function properly. He thought a maintenance plan
should be set up with the new owner.
Joe wanted to know if the Commission could require the maintenance of the
pond; could it be put in the Order of Conditions? Can this be stipulated in the
CertifilCate of Compliance? Michele told him there were no special conditions
attached to the Order of Conditions concerning the retention pond. She said the
engineering department addresses the issue of maintenance through the
engineering process because the retention pond is part of stormwater
management.
Mr. Healey said the retention pond seems to be functioning properly. No flooding
has occurred.
Cindy made the motion to issue a Certificate of Compliance for 300 Branch
Street.
Jack seconded.

over an intermittent stream, within the 200 ft. Riverfront and within 55 ft. of
bordering vegetated wetlands.

Branch Street.. #21 t-0809

17. Other Business:
Lift Enforcement Order for 900 Maple Street. No motion was made.
Suzanne Estates: Conservation has received the final draft with the change
requested by the Commission: no use of motorized vehicles, all terrain vehicles,
off road vehicles or snowmobiles.
Carole asked about the signage and boulders requested by the Commission:
Michelie said Mr. Signorelli has said he will not comply with this request. Michele
said if the land is donated to the town, if the restriction is given, she thinks the
town can place the signage and boulders on the property. She will look into this.
Cindy inquired about the following:
6 Carol Road: While inspecting 20 Carol Road, she noticed a shed being
constructed on this property, within the 100 ft. buffer. Michele did a site
inspection and sent a letter to the homeowner, Douglas Haynes. The shed does
not require a building permit; it is only a 1 Ox1 0 ft shed. Michele has been in
contact with Mr. Haynes. He told her the shed had just been delivered and is
moveable; the location is not where the shed will be constructed. He will be filing
an RDA. The shed will be moved out of the 25 ft.
Dutton Drive: came before Conservation as an ANRAD in August 2007. There
is an existing house on the site. #211-0799-Dutton Realty Trust, 83 Winter
Street.
3
Wayside Estates: came before Conservation as an ANRAD in May 2005. This
project is still at Planning Board. Cindy wanted to know if we could require all the
vernal pools on this property be certified. Michele told her it could be a
requirement when the Notice of Intent is filed. #211-0720-Wayside Estates
(Megan's Way, Old Farm Road, Black Pond Road, Wayside Drive and Saddle
Ridge Road-North/West Mansfield off West and Gilbert Streets)
Krishna Valluru, 563 and 579 East Street: This project is still with Engineering;
there are easement issues and zoning issues; the Zoning Board will not deal with
this project until Mr. Valluru has come before Conservation.
Carole inquired about the following:
Court case-Lester Epstein: Mr. Epstein told Michele he has hired someone to
look at the area and prepare a replication plan.
Folkman/Zola, Bird Road: Carole wanted to know if anything has happened with
this site; are there actual plans. Michele told her there are no plans at this time;
they are still going before the Planning Board.
Paul reminded everyone about the Little League site walk on Thursday, March
2ih at 4:00 pm.
Paul asked if anyone had any comments regarding the Little League lease
contract. Cindy asked if the paved roadway (approximately 185 ft. of the
driveway was paved) should be added to the contract and if a plan for the
maintenance of the roadway should also be added. Paul thinks a maintenance
schedule should be added. Paul also expressed a concern about the pond. It
has become overgrown.
Paul inquired about Hodges Brook: following up on e-mail sent to Michele from
John D'Agostino. The railroad had cut trees and brush along the tracks and left
the trees/brush in the brook.
Michelle told the Commission she has been in touch with Sandra Yan, an
Environmental representative from the railroad. Most of the big limbs have been
removed but a small amount of brush still remains. Sandra Yan explained the
railroad goes through, cuts down the trees/brush and then goes back a month
later to pick everything up. Michele explained to Sandra how important it is to
keep Hodges Brook clear. She said she would put it at the top of the list for
cleanup.
Michelle has been unable to visit the site because of high water. When she is
able to get to the brook, she and Sandra Yan will take a walk to make sure
everything has been cleared. Paul would like Michele to take pictures.
4
Sign Size: the Commission would like to establish a standard size for the
signage reading "Environmentally Sensitive Area-Do Not Disturb" that is required
for some applicants. Paul would like the signs to be a minimum of 12x16 inches.
Jack suggested it would be better to have the signs made of plastic instead of
metal and to use galvanized posts. Paul agreed the galvanized posts would last
longer and the plastic signs might be more durable. Joe suggested plastic might
also be cheaper.
Cindy asked Michele to call area shops to get information on the different sizes of
signs; is 12x16 a standard size and if not what would be a good size. Jack will
get the name of a shop in Wrentham that the town uses.
Paul made the motion to accept the minutes, with corrections.
Cindy seconded.
Passed 4-0. Jack abstained.
F8.Adjournment:
Cindy made the motion to adjourn at 7:45 pm.
Jack seconded.
Passed 5-0.
